This post features no new information. Instead, this gathers all the Starling Legion Ideologue Assembly entries from the Lore 24 posts, allowing them to be viewed in totality in a single location for easier reference.

Primitivist Sect: One of the philosophical schools of leadership within the Ideologue Assembly of the Starling Legion. This school believes the crushing weight of an economy is the root cause of human misery. Unlike those that would see control of capital distributed to different groups, the Primitivists believe the system of labor and money is itself the problem. The manifestation of these societal deficiencies is the technology enabling and produced by commercial markets. The Primitivist ideology strives for the elimination of technology from society and a minimized government operating at a local level to facilitate the subsistence of those it directly serves and defending their interests.

The Primitivists are supported externally by the Order of Lost Innocence, who see the de-industrialization of Peccatu as one of their ultimate goals. The Order provides indirect support for the Primitivists by way of safe houses and funding for their operations. Although the Primitivists are all too willing to utilize modern technologies to achieve their ends, the Order believes the societal changes enacted by their success far outweigh the ideological hypocrisy of their methods.

Vico Wolf

Earnest, naive, energetic

“Let us discuss the matter, I’m sure you’ll come to understand.”

The head advocate for the Primitivist Sect. A man of passion and conviction. His fire stirs action in those that ally themselves with him. A tool for the ends of others and he knows it, but he believes he can maneuver his way around their schemes. He can’t. Never considering beyond the realization of his mission, he deludes himself into thinking the world will accept his revolution willingly. Any critiques of his philosophy are summarily dismissed as a lack of understanding.

Wants: To dismantle the economic machine of oppression.

Knows: The location of The Order of Lost Innocence hold. Starling and Order safe houses in Hadrea. Fetterer production schedules.


Plutocratic Sect: One of the philosophical schools of leadership within the Ideologue Assembly of the Starling Legion. Proponents of this school believe the people of Peccatu would benefit under the guiding hand of the successful business elite. The Plutocrats see the current situation of humanity as akin to a sinking business enterprise; too much inefficiency and waste in the structure dragging the entire establishment down. By elevating those willing to make the necessary sacrifices and administer the government with a greater eye toward profit and loss, the Plutocrats believe the quality of life for every citizen of Peccatu could be dramatically improved.

The Plutocrats are supported externally by the Fetterers, who eye Peccatu with a well appraised greed. The Fetterers directly support the Plutocrat sect with covert shipments of arms, and indirectly through a robust propaganda campaign intended to lay the foundations of Peccatu’s acquisition while undermining its current government. The Fetterers view the Plutocrats as useful idiots, a tool carefully cultivated to be discarded when its purpose has been served.

Marie Rand

Condescending, reserved, methodical

“Quiet. You might actually learn something.”

The leading advocate of the Plutocratic Sect. A woman of quiet observation and intricate plans. She crafts layered schemes; contingencies within contingencies, all orbiting her current goal. She thoroughly understands leverage and isn’t above ruthlessly exploiting every edge she can, often playing the classes against each other. Her loyalty exists only as an extension of the value someone still provides her. She is certain of her success, but realizes the delicate position she occupies, aware of the threats surrounding her operation.

Wants: To elevate wealth to its proper status of rulership.

Knows: The secrets of Peccatu’s wealthy elite. The scope and nature of the Archive’s operations in Peccatu.


Geniocratic Sect: One of the philosophical schools of leadership within the Ideologue Assembly of the Starling Legion. Adherents of this approach advocate for government by a council of intellectuals pulled from an elevated aristocratic class. The Geniocrats see the short sighted, reactionary policies of the Protectorate as a sign of humanity circling the societal drain. Without an eye for the long view and minds capable of implementing the expansive policies necessary to perpetuate survival, the Geniocrats theorize the decline of humanity into a series of short term populist appeals that exchange now for later. With well reasoned academics at the helm this race to the bottom can be averted, allowing a well considered, sustainable structure to be implemented by those capable of providing society with what it needs rather than what it wants.

The Geniocrats are backed by the Peace Doktors, who see themselves as the natural heirs of an intellectual ascent. The Peace Doktors work behind the scenes with the Geniocrats, simultaneously providing strategic support via advisors, sowing the seeds of a cerebral revolution amongst the populace through their clinics, and denigrating the existing government amongst their academic peers. Viewing the Geniocrats as enlightened lap dogs, the Peace Doktors are all too willing to allow the working class revolutionaries to do the dirty work necessary for their rise to prominence.

Bertrand Wilson

Contemplative, decisive, aloof

“Living in the moment is excellent for a man and terrible for society.”

The director of the Geniocratic Sect. A man of ideals who is unafraid to share them. Entirely convinced of his own moral superiority and unwilling to consider alternative perspectives, even when eloquently presented. Unwavering in the belief that his actions benefit society at a large, which will eventually recognize and appreciate his contributions. Sees the world as either pawns or impediments in the pursuit of his objectives; objects to be utilized or neutralized in order to achieve the goals necessary for society to flourish. Thoroughly considers outcomes before acting, but once he has decided on a course of action he executes on it with absolute resolve.

Wants: To see the proper value placed on intellect and the ignorant silenced.

Knows: The nature of the Peace Doktor’s clinics. The vices of the upper district (Herena, Koiro, Plunu) Colonels.


Technocratic Sect: One of the philosophical schools of leadership within the Ideologue Assembly of the Starling Legion. Revolutionaries of this school believe society would be better led by forward looking luminaries, leveraging technological innovations to better serve the changing needs of humanity. The Technocrats see the current models of leadership as outdated, the source of developmental stagnation that pushes the survivors inevitably towards collapse. The ever growing resource needs of Peccatu can’t be maintained under the current system, and a revolution in technology is required to sustain humanity’s growth. Who then better to lead than those who are developing the technologies required to propel humanity to its next vaunted phase?

The Technocrats are backed by the Radium Crows, who seek to leverage the extraction and refinement operations of Peccatu to fuel their weapon development program. The Radium Crows provide the Technocrats with advanced arms, biological augmentations, and vehicular reinforcement. This support provides mutual benefit, granting the Technocrats force superiority amongst the Starling Legion sects, while the Radium Crows gain a steady supply of field test subjects for their latest inventions. The Radium Crows have little desire to lead, seeing the proposed revolution as little more than cover for necessary resource acquisition to fulfill their research needs, though one they are happy to exploit.

Grace Gibson

Quick, adaptive, opportunistic

“The tide of progress rises with or without you. Those that refuse to adapt, drown.”

The leader of the Technocratic Sect. Recognizes the true intentions of the Radium Crows, but happily takes advantage of the resources they provide. Content to let other sects do the heavy lifting of revolution, Grace bides her time and contributes just enough to achieve current goals. Intends to take control of the city herself rather than turn it over to the Radium Crows. She has preparations to deal with their inevitable power grab. Though hesitant to preemptively make her move, she fears missing the opportunity more.

Wants: Support in her eventual grab for power. Sabotage of the Radium Crows and other Starling Sects unconnected to her operations.

Knows: The weaknesses of Radium Crows. How to acquire advanced technology, specifically vehicles.


Communalist Sect: One of the philosophical schools of leadership within the Ideologue Assembly of the Starling Legion. The members of this bloc believe humanity is strengthened by the unification of individuals across the economic spectrum. Communalists see the weaknesses of society emerging from a wealth disparity and an inability for all to survive at a level of relative comfort and security. These discrepancies are the fracture lines that divide humanity and spark the violence they are so prone to slouching toward. To stymie this font of strife the scales of material equality must be forcibly balanced, redistributing the excesses of those who have to the hungry mouths of those who don’t. The Communalists envision an oversight council to preside over this redistribution and eventually Peccatu as a whole, guiding humanity forward with an elevated eye focused on the absolute equality of all.

The Communalists are supported by the Alienists, who seek to seed the ideas of their absolute human unification goals into the population of Peccatu, preparing them for the eventual paradigm shift the Alienists intend to enact. The Alienists provide information, disguise, and protection for the Communalists, feeding them sensitive intelligence gathered from the cast off flesh of their clientele in Atha and Herena, reshaping Communalist forms for free, and allowing their Alien Replications to be used for dangerous Communalist activities. In exchange, the Alienists gain a legitimate front for their ideals, slowly pushing the bounds of the Communalist rhetoric to insinuate a deeper eventual interconnection between humanity as the Alienists prepare to introduce the Preservation Plague.

Valentina Cleaver

Forceful, direct, coercive

“You always have a choice. You can give what we’ve asked or we can take it. Either suits me just fine, but you must choose.”

The speaker of the Communalist Sect. A woman of true, but flexible, convictions. Lacking subtlety in both word and action, she always approaches situations in a frank and unapologetic manner. Never leading with violence, she continually leverages its allusion, preferring to coerce cooperation but never fearing to follow through on her threats. While she believes deeply in the righteousness of her cause, she also has a tendency to reap the rewards of her activities, retaining some of the fineries she acquires as privileges of her station. Is aware of the Alienist rhetoric, but doesn’t believe they can or would follow through.

Wants: To see the Stalactite Manses of Plunu struck from their haughty reaches. To enjoy the lavish excesses of wealth, if even just for a moment.

Knows: A secret method into Plunu. The location of an Alienist Cystone in Peccatu.


Anarchist Sect: One of the philosophical schools of leadership within the Idealogue Assembly of the Starling Legion. The members of this loose affiliation believe the central issue with governance is government itself. The weight of artificial restriction upon humanity is a stifling force of oppression which suppresses the natural liberty inherent to each individual. Anarchists work to throw off this yoke and grant each individual absolute control of their destiny. Thus freed from the synthetic guides of civilization, humanity can thrive and progress unfettered upon its natural trajectory.

The Anarchists are secretly supported by the Reclaimers, who seek to fragment the exploitative cancer that is human society from within so it can better be prevented from continuing its abuses of the natural world. Through various intermediaries the Reclaimers provide explosives, anti-magic weaponry, and convenient operational cover to the Anarchists. By distracting authorities and acting as an obvious scapegoat for terrorist activities within the city, the Reclaimers allow the Anarchists to covertly perpetrate their acts of anti-governmental violence and undermine the fragmented structures of Peccatu. Regardless of which prong of their pincer succeeds, the Reclaimers believe they come closer to achieving their ultimate goals.

Emma Galleani

Ornery, intemperate, audacious

“Let’s stir things up and see where they land, shall we?”

The dominant force of the Anarchist Sect. An unpredictable and mercurial woman. A failed Protectorate conscript. Perpetually whiskey stained breath with a penchant for capriciously violent outbursts. Rarely taking the time to plan, she is most in her element in the fray of chaos. Has an affection for a conspicuous entrance, preferring to be highly visible in her Starling Legion activities. Never met an explosion she didn’t love, doubly so if it ends in a building collapse. Ignorant of her benefactors and wouldn’t care even if she knew. Has a particular affection for burning, but prefers not to waste unnecessarily.

Wants: To see the Colonels slain and displayed for their sins. To watch the Formicary burn.

Knows: Every Bar Tender and Cabaret owner in the city, every one owing her a favor. Where the Ceruleans make and hide their drugs in Nosi. The best insults.
